नई दिल्ली। अर्थव्यवस्था को पटरी पर लाने के लिए सरकार ने बेरोजगारों को रोजगार देने की योजना बना ली है। अब प्राइवेट कंपनियों में काम करने वाले कर्मचारियों को परमानेंट किया जाएगा ताकि वो सरकारी नौकरियों के पीछे ना भागें और सरकार पर दवाब कम हो। सरकार कंपनियों को आॅफर कर रही है कि वो ज्यादा से ज्यादा कर्मचारियों को परमानेंट करें, बदले में पीएफ पर आने वाला खर्चा सरकार उठाएगी। इसके कई फायदे होंगे। लोगों को रोजगार मिलेगा, कंपनियों को कर्मचारियों की स्विचिंग से मुक्ति मिल जाएगी और सरकार के सिर से नौकरियां बांटने का बोझ कम हो जाएगा।

यह प्रस्ताव श्रम मंत्रालय ने वित्त मंत्रालय को भेजा था। इस पर सैद्धांतिक तौर पर मुहर लग गई है। राहत पैकेज की घोषणा के साथ या बाद में इस योजना की घोषणा की जा सकती है। सुस्त इकॉनमी में गति लाने के लिए राहत पैकेज की घोषणा अक्टूबर के आरंभ में हो सकती है।श्रम मंत्रालय के सूत्रों के अनुसार जॉब बढ़ाने को लेकर जब कंपनियों से बातचीत की गई तो अधिकांश कंपनियों का कहना था कि वह परमानेंट जॉब इसलिए नहीं दे रहे क्योंकि उन पर वित्तीय बोझ बढ़ रहा है। इसलिए वह अस्थायी तौर पर युवाओं को भर्ती कर रहे हैं। यही बात सरकार को परेशान कर रही है। अस्थायी तौर पर भर्ती को मार्केट और एक्सपर्ट नौकरी नहीं मानते हैं। उनका कहना है कि कंपनियां ऐसी भर्तियां तीन महीने, छह महीने या सालभर के लिए करती हैं और बाद में नए लोगों को नौकरी पर रख लेती हैं।

इससे उन्हें सैलरी बढ़ाने की भी जरूरत नहीं पड़ती। यही कारण है कि श्रम मंत्रालय ने इस बाबत वित्त मंत्रालय को यह सिफारिश भेजी कि ज्यादा परमानेंट नौकरी देने वाली कंपनियों को टैक्स राहत के साथ पीएफ के योगदान में राहत दी जाए। जिसे सैद्धांतिक तौर पर मंजूर कर लिया गया है। मंत्रालय की रिपोर्ट के अनुसार संगठित क्षेत्र में पिछले तीन साल में मात्र 6.70 लाख नई नौकरियां पैदा हो सकी हैं, जबकि हर साल करीब 1 करोड़ से ज्यादा युवाओं को नौकरी की दरकरार होती है।

इकॉनमी की धीमी होती रफ्तार और डिमांड कम होने से हर साल लाखों आईटी इंजिनियर रखने वाली कंपनियां अब कर्मचारियों की छंटनी कर रही हैं। एग्जिक्यूटिव सर्च फर्म हेड हंटर्स इंडिया के आंकड़े तो और भी डराने वाले हैं। फर्म का अनुमान है कि अगले तीन सालों में आईटी कंपनियों के 5-6 लाख कर्मचारी बेकार हो सकते हैं। हालांकि, आईटी कंपनियों की बॉडी नैस्कॉम ने इस अनुमान को खारिज कर दिया है।

दूसरे सेक्टरों में भी नई नौकरियों के अवसर पैदा होने की रफ्तार बेहद धीमी है। लेबर ब्यूरो के आंकड़ों के मुताबिक, पिछले कारोबारी साल में मैन्युफैक्चरिंग, ट्रांसपोर्ट, हेल्थ और एजुकेशन समेत 8 सेक्टरों में सिर्फ 2.30 लाख नौकरियां ही किएट हो सकीं जबकि देश में हर साल 1.80 करोड़ लोग वर्कफोर्स में जुड़ जाते हैं। पिछले साल बेरोजगारों की संख्या 1.77 करोड़ थी और वह इस साल 1.78 करोड़ तक जा सकती है।
