In our society crime incidents happening against women are increasing day by day. Everyday news of crime related to women is heard, but sometimes it happens when women are unable to file a complaint in the absence of information.

People have a right that they can report in all the incidents that happened with them in any police station. This is called Zero FIR.

The complainants can file their complaint by going to any police station under 'Zero FIR'.

'Zero FIR' has proved to be very helpful for women, because at times she was unable to register her complaint in the police station for fear or other reasons.

As per the Supreme Court directive, any complainant / woman can file a complaint at any police station and the police station can not refuse it.

Due to delay in reporting crime to the police, it is important to register the complaint as soon as possible.

After filing an FIR, the police can not send the case without the investigation to the concerned police station.

'Zero FIR' is also important because the investigation of the case will go ahead and there will be no danger of destruction of evidence.

The complainant's statement is also recorded in the same manner as 'FIR'. The incident has to be registered with the police in writing. After registering the complaint it is necessary to sign the paper / register. The victim also has the right to keep a copy of the complaint papers.

In the criminal law (amendment) Act 2013, after the heinous crime committed in 2012, 'Zero FIR' was made. In the event of not taking the FIR, the complainant can file compliant petitions to direct the police to the magistrate of their area.

As per the Supreme Court directive, any complainant / woman can file a complaint at any police station. In 2012, the case of 'Zero FIR' was made in the Criminal Law (Amendment) Act 2013 after the Nirbhaya case.

हमारे समाज में महिलाओं के खिलाफ हो रही अपराध की घटनाएं दिन-प्रतिदिन बढ़ती ही जा रही है। हर रोज महिलाओं से जुड़ी अपराध की खबरें सुनाई देती है लेकिन कई बार ऐसा भी होता है जब महिलाएं जानकारी के अभाव में शिकायत दर्ज़ नहीं करा पाती।

लोगों के पास एक ऐसा अधिकार है जिसका इस्तेमाल कर वो अपने साथ हुई सभी तरह की घटना की रिपोर्ट किसी भी थाने में लिखवा सकते हैं। इसे ज़ीरो एफआईआर कहते हैं।

शिकायतकर्ता 'ज़ीरो एफआईआर' के तहत किसी भी पुलिस स्टेशन में जाकर अपनी शिकायत दर्ज करा सकते हैं।

'ज़ीरो एफआईआर ' महिलाओं के लिए काफी मददगार साबित हुई है, क्योंकि कई बार डर या किसी अन्य कारणों से वो अपनी शिकायत संबंधित थाने में दर्ज़ नहीं करा पाती थीं।

सुप्रीम कोर्ट के निर्देशानुसार कोई भी शिकायतकर्ता/ महिला किसी भी पुलिस स्टेशन पर शिकायत दर्ज करवा सकती है और पुलिस स्टेशन इसके लिए मना नहीं कर सकता।

पुलिस को अपराध की सूचना देने में देरी न हो इसलिए ज़रूरी है कि जल्द-से-जल्द शिकायत दर्ज करवाई जाए।

एफआईआर दर्ज़ करने के बाद पुलिस बिना जांच किए मामले को संबंधित थाने में नहीं भेज सकती।

'ज़ीरो एफआईआर' इसलिए भी ज़रूरी है क्योंकि इस पर मामले की जांच आगे बढ़ेगी और सबूत नष्ट होने का ख़तरा नहीं रहेगा।

'एफआईआर' की तरह ही इसमें भी शिकायतकर्ता का बयान दर्ज़ किया जाता है। घटना को पुलिस के पास लिखित रूप में दर्ज़ करवाना होता है। शिकायत दर्ज़ करवाने के बाद पेपर/रजिस्टर पर हस्ताक्षर करना ज़रूरी होता है। पीड़िता को अपने पास शिकायत पेपर की एक कॉपी रखने का भी अधिकार है।

2012 में निर्भया के साथ हुए जघन्य अपराध के बाद आपराधिक कानून (संशोधन) अधिनियम 2013 में 'ज़ीरो एफआईआर' का प्रावधान किया गया था। एफआईआर न लेने की स्थिति में शिकायतकर्ता अपने इलाके के मजिस्ट्रेट के पास पुलिस को निर्देशित करने के लिए कम्प्लेंट पेटिशन दायर करवा सकते हैं।
